However, based upon the OP, the infield fly rule was not in effect as the runners were at 2nd and 3rd, with no runner at 1st.

I agree that the wording should not be included, however, the interpretaion from the ASA State UIC is to take the Rule Supplement wording as stated.

NFHS has a similar rule to ASA when a throw is going to first base from the foul side of first base, but only when a double base is being used at first base. Refer to NFHS rule 8-10-2 a and c.
