Clarification of new IP enforcement

I just got off the phone with a state supervisor and he said, this year it would be a basic spot enforcement and you could have that HUGE penalty. He said it may be adjusted next year.

Now if that is my crew, if it is by the offense, and might be that HUGE penalty, we didn't see him come onto the field until after the play if at all possible. A 40-60 yard penalty is NOT the intent of the rule.

I think they should make it succeeding spot enforcement if he does not participate in the play, and a basic spot if he DOES. That would take care of it pretty good.
