The 2nd baseman put his glove on top of the bag and pulled it away when runner arrived. Not a swipe and miss. Obvious, easy call.

I believe it is 100% relivant. FED and NCAA book says this is a legal play as long as the fielder is attempting to make a play. I would say a tag is a pretty good indication that there was a play...
