Is a failure to tag on a fly ball a force play

And is it treated any differently with different rule sets. I'm specifically wanting clarification on Fed ruleset.

so far so good, a two weeks of scrimmages and early tourney and I haven't seen any blood, ripped pants or a player having to leave the field. One shortstop got kicked near the knee but shook it off....
