I guess there is one question that needs to be asked.

Was your partner actually standing OOB when the kid tossed the ball to him? Since he is a newer (kind of) official, it is possible that he thought he was in the way of a player that he might not have been aware of.

However, we have all seen this at some point or another, I just toss the ball back to the player. As we are moving up the floor I tell them it is not necessary for me to "check" the ball for them and that they can go ahead and inbound after a make.

I usually see this happen in the first game of a season for some team.

Yes, he was clearly OOB and there were no other players near him. It was obvious the player was tossing the ball to him because he thought the official was supposed to handle the ball at that point.
