M... Thx again for you input... I think this becomes an issue not so much on the officiating side, but with coaches particularly at the youth level. All volunteer and their reasons all different for being coaches. Some want to win more than others at what ever the cost might be. An then factor in the different levels of officials you might have at that level, you just a big mess !! And promoting participation is important as well, often its even league mandated. While I believe the intent of this rule is clear, one might say it could be interpreted differently. Just thinking this rule should be more clear to eliminate any confusion.
