Yes it is still in ASA RS 24 as above.
However, it also says "When in doubt, don't guess the batter out. Call it a foul ball".

I agree. My point was that, at least in ASA, the foot being completely out of the box and on the ground doesn't only apply to when a pitch is initially batted. It also applies if the batter hits the ball a second time while her foot is out of the box.

But good luck seeing THAT!

Exactly - we're talking about events that occur milliseconds from each other. You didn't call her out for hitting the ball the first time while out of the box... you're eyesight's really so amazing that you can say the foot's outside the box 4 milliseconds later?

And we will now get a measure of the speed with which Andy's cat-like reflexes actually reactions now that coaches may have a stopwatch on the field to check important data like that!

His assignment was the calibration of the original primary mirror for the optical telescope?
