How can you have BI on a throw in? If ball pass through without touching player first, it's a throw in violation. If it touches a player, then it's a shot followed by BI.

The OP does not say A1 returned to the floor before making the pass. However, I think the same rationale applies. No pivot has been established, so a dribble may be started, which is what happened...

Think of it this way, if A3 were standing out of bounds when he touched it, would you call it out of bounds on B1? I think the interp just clarifies that the midcourt line acts like an OOB line.
