Everybody does it

In Kentucky, I believe all sports use Arbiter. (I know basketball and baseball do) Part of our state dues go toward the Arbiter user fee. I have no idea how much the fee per official is.

MIssed Backcourt (almost)

How about FED rules?

Agree with everything BktBallRef said. We have to be able to communicate with the coaches. My only problem is that in this area, a few (very few) coaches have taken the whole concept a little too...
