There's no requirement in FED for a one-second pause after the RFP. There is a requirement for a one-second set after a shift.
So, if A is at the line and all players have been set for at least one second, they can snap immediately after the RFP has sounded. This might happen in a hurry-up situation after a first down, for instance. |

As an umpire, I probably say "wait for the whistle" at least 15 times per game, and sometimes a lot more if offenses are running no-huddle.
In 2-minute situations, I'll also let players know "clock starts on the whistle" or "clock starts on the snap" if I can, especially when we have a first down. |
