It is a foul with no yardage penalty. If B would also foul during the down (like roughing the passer as an example), they would be treated as offsetting fouls.

I guess technically there is a penalty as they lose the down, however there is no yardage. I get it.

Our book in the GWN lists a penalty for an incomplete pass. It is a loss of down, no yardage.
