rules question offensive pass interference?

1st and 10 on the 40 going in. A84 voluntarily runs out of bounds at the 15 and returns to the field at the 10 where he catches the ball. He then runs to the 5 where he's tackled. What's the correct call in this situation. penalty/down and distance. NFHS and NCAA rules please. Thank you.

NFHS = Illegal Participation. Spot of the foul is where he returns. Basic spot is the previous spot. 15 yd penalty, A 1st & 25 at the B45.

NCAA = A84 lost his eligibility when he went OOB. He can't touch the ball unless first touched by B or an official. Loss of down at previous spot. A 2nd & 10 at the A40.

So neither one is OPI.

NFHS: Spot of the foul is at B15 and basic spot is B40. So the penalty will make it 1st and 25 at A45 yardline.

So in NCAA it is just treated as an incomplete pass?

It is a foul with no yardage penalty. If B would also foul during the down (like roughing the passer as an example), they would be treated as offsetting fouls.

CANADIAN RULING:

Illegal participation.

10 yards from PLS, DR. Result: Team A 1D/20 @ B-50.

Our book in the GWN lists a penalty for an incomplete pass. It is a loss of down, no yardage.
