NCAA question on new clock rules, on the ready or snap???

I'm curious to see if the use of the :40 clock inside 2:00 (even 4:00) is altered for next year. That's a long time to sit on the ball at the end. Go w/:25 under 4 mins. coupled with starting the clock after ball is set following an incomplete pass.
