NCAA question on new clock rules, on the ready or snap???

OK here is the situation

1st and 10 on Team A's 20- Team A runs out of bounds at the 24 with 2:10 left in the 2nd quarter.

Ball back in and set by umpire.

Clock is now running again.

2nd and 6 on Team A's 24- A55 false start. with 1:54 on the clock.

Now with the two minute rules in effect will the clock begin with the snap or do we wind??

The previoius play was out of bounds BUT was before the 2 minute time change.

The foul was a dead ball foul as well. BUT did occur with under 2 minutes on the game clock.

What are the key factors to be thinking about in a situation like this??




so short version- Runner goes out of bounds with 2:10 left.

Ball is spotted and the white hat winds the game clock.

Now we have a dead ball foul with 1:54 left on the clock.

Since the prior play was out of bounds do we now recognize that and start the game clock on the snap since we are now under 2 minutes??
