The clock would start on the RFP. However, if the R deems that A false started deliberately in an attempt to consume time, he could have clock start on the snap. The score of the game, and time remaining, would be main factors in making that decision. In your play, A had managed to get 16 seconds off the game clock and by starting on the snap, they could get 25 more run off. That might not be fair to B. But if A was behnd, they gain nothing by consuming more time so starting on the RFP would be appropriate.
