In this case...yes. Since the 4th quarter has not "ended" yet, they can call a timeout. 5-6-2. As soon as the second shot was missed, the game was over and - as Adam said - the third shot should not have been allowed.
As far as the comment...not sure why the officials would call a T on someone for requesting a timeout that they then granted. Makes me wonder if that is what was really said. |
