Time Out with no time on the clock?

The game was about to end and losing team was down by 3pts. They bring the ball up and make a three point attemped, as the ball is in the air, airborne shooter is fouled (shot missed), and properly called as such. Time expires as the foul is called.
Shooter at the line, with no time on the clock and everyone cleared away, makes first attempt, then a Time Out is called by the other team. The Referee's( who are PA. state ref's) grant the Time Out? Shooter goes on and misses the next 2 shots , game over.


They later within earshot of the losing team, say "We should have called a Technical".....
