#13 was not in the game. He was on the bench. Jumped up in the excitement and called for the TO. Trail pointed at him and ID'd #13 as person who called the time out.

NCAA rules. Is this correct?

Without regard to the accuracy of your description of the play, a TO should not be granted when bench personnel other than the head coach requests a TO.
