USF (down 3 pts.) player recovers ball in front of USF bench. #13 USF calls for a time out. Granted by Trail. USF was out of time outs. Tech.
#13 was not in the game. He was on the bench. Jumped up in the excitement and called for the TO. Trail pointed at him and ID'd #13 as person who called the time out.
NCAA rules. Is this correct?
