#13 was not in the game. He was on the bench. Jumped up in the excitement and called for the TO. Trail pointed at him and ID'd #13 as person who called the time out.
NCAA rules. Is this correct?

Check the replay. A player on the floor also called time..then another player came running towards him yelling "No, No...."
