The NFHS has made it clear that there are certain types of actions that are just not part of basketball and should not be permitted. For example, the barking dog distraction, on its own, is not obviously against any rule that I can find...but they want it whistled as a T. There are other examples. I view a purposeful attempt to cheat like this in the same vein....it doesn't belong in the game and should be addressed whether there is a specific rule against it or not. But again, you better be 100% sure.
