You make them up as you go along? Gotta have them written down somewhere.

It's not separate but the LL book has t-ball notes/exceptions.

Our UIC for our local league has told us that the runner cannot continue on to 2nd on a walk. I argued with him, stating just like you guys that the play is continuous, but his reply is that a walk is an award so the play ends when the batter reaches first.

I assume his reasoning is faulty?

A base on balls is one of two awards where the ball remains live (OBR). His reasoning is faulty.

Best way to put a stop to that nonsense is throw the runner out.
