Flop? Foul? Why not both?

There has been some debate. Let's see what you might think.

A1 drives to the basket and charges into B2, creating an obvious, player control foul. B2 accentuates the illegal contact with extreme embellishment. 1) Can the foul on A1 be adjudicated, as well as, the faking being fouled scenario on B2?

Perhaps the better question is....2) "Does "faking being fouled" include embellishment"? 3) Or, maybe the best question is "how is embellishment adjudicated if at all?"

Thoughts?

Cannot call both (in your play. I'm sure someone can come up with some sequence that has both in it).

4-49-1 Faking being fouled occurs when a player simulates being fouled or makes theatrical or exaggerated movements when there is no illegal contact. (the rest of the rule is instructional, but I don't have time to type it all out)

Illegal contact plus embellishment = foul.

We were told by the state that you could have one or the other but not both on the same play

IAABO ruling:

Based on the information we have received this season, the NFHS rules editor has indicated that officials should rule only one infraction (play control, blocking foul, or faking being fouled) on block/charge plays.

Our main motivation for posting this play is to remind officials that there is one exception. The one exception is when a blocking foul occurs after a faking being fouled infraction has occurred.

If we deem a faking being fouled infraction to have occurred on this play, the defender is now lying on the floor, which is an illegal position on the court. If the offensive player subsequently trips over the defender, the official would have rules support to charge both a flopping infraction and a blocking foul on the same play.


Not sure if NFHS did likewise.

The Trail official rules and signals a "faking being fouled" infraction. When A1 continues and gets to the lane to shoot, B2 tries to block A1's shot and fouls A1 in the act of shooting. B1's flop in the first of the game for Team B.

Ruling: B1 is ruled for a faking being fouled warning for the first infraction, and B2 fouls result in A1 shooting 2 free throws.

If I recall correctly, if Team B had already been warned (which didn't happen in JRutledge's post) and instead if Team B had been charged with a technical foul, this would be of the few times where fouls are not penalized in the order in which they occur.

A1 shoots two free throws with lane lines cleared of rebounders, followed by two free throws by anyone (even a substitute) on Team A, followed by a throwin by Team A at the division line opposite the table.

Is that the correct interpretation?

Assuming that B had already been warned... why wouldn't you have an immediate whistle in the case with warnings already issued and B1 flopped while A1 is trying to drive past him? This is no longer a warning situation where you let play progress. Any member of A shoots, gets the ball at half-court. Or what am I missing?

PLAY While defending ball handler A‑1, defender B‑1 fakes being fouled in the lane.
RULING: The officials need to determine when to stop play so that the
offensive team is not penalized for the B‑1’s actions.
The ruling official
should display the faking-being-fouled signal and withhold their whistle
until Team A scores (which could include several attempts at the basket
after offensive rebounds), until Team B secures control of the ball, or any
other stoppage occurs.
If this is Team B’s first faking‑being‑fouled infraction
of the game, Team B is issued a warning, and play resumes at the point
of interruption. If Team B had previously been warned for faking being
fouled, a team technical foul is charged to Team B. Team A is awarded two
free throws, plus the ball for a division‑line throw‑in, opposite the table.

NFHS Basketball Weekly Rule Interpretations

Rule Reference: Rule 4-49 Faking Being Fouled
o While on Defense
o Defensive player simulates being fouled by falling to the floor without illegal contact.
o First Infraction/subsequent Infractions: Display signal #15, the whistle is withheld, and play
is allowed to continue.
o Play should then be stopped when:
o The offensive team scores (which may include multiple attempts at the basket),
o The defensive team gains control of the ball,
o The offensive team stops attacking the basket, or
o Any other action creates a dead-ball situation.

o First Infraction: A team warning is charged to the offending team. Play is resumed at the
Point of interruption.
o Subsequent Infraction: A team technical foul is charged to the offending team. The
opponents are awarded two free throws and the ball for a division line throw-in.

As others already said, the answer is no in HS. The illegal contact by A1 effectively supersedes B2's embellishment and a player control foul should be called. Some officials might also preventatively talk to B2 about not embellishing even when clearly fouled.

I think confusion exists because other rule codes -- FIBA, for sure; unsure about (W)NBA or NCAA -- allow for both A1 (PCF) and B2 (flopping) to be penalized in this scenario. In short, know the rules under which you're working.

Not NCAAW -- just penalize the foul.

This is subject to who you work for or who interprets your application. I would never want to penalize a team with a technical foul and stop everything. Let the offense complete its play. But there are some that, for some reason, took this rule and just tried to be cute, instead of doing what the application where the rule came from was. In NCAA rules, we would let the play continue until possession has changed or the ball is dead.

Not exactly the same, but very similar to when Team A has a breakaway layup and the Team B coach swears at you. No rush. Give it a few extra seconds and bang him after the ball goes through the basket.

There was some entity that did that for at least a year. Where they said the second flop was to be called immediately by stopping play to call the technical (and I would hope, but I don't remember explicitly that continuous motion would apply)

I forget which rule set that was.
