As others already said, the answer is no in HS. The illegal contact by A1 effectively supersedes B2's embellishment and a player control foul should be called. Some officials might also preventatively talk to B2 about not embellishing even when clearly fouled.
I think confusion exists because other rule codes -- FIBA, for sure; unsure about (W)NBA or NCAA -- allow for both A1 (PCF) and B2 (flopping) to be penalized in this scenario. In short, know the rules under which you're working.
