14U ASA Rules, 2 Outs, R1 on 3rd R2 on 2nd, Batter hits a blooper into right field R1 scores, R2 rounds third and heads for home.

Ball is comming in to the catcher...

Not to disagree but section 6.5.A says nothing about a "no pitch", but under effect of sections 1-8 it says any violation of sections 1-8 (including 6.5.A) would be called an IP.
