Blocked Field Goal going out of bounds behind the line of scrimmage
If this happens on Team A's 4th down
where does Team B began the next play
is it from the previous spot or where the ball went out of bounds

Might make a difference which ruleset.

For NFHS, it's the same as a punt: where the ball went out of bounds. Doesn't matter where that spot is relative to the LOS.

It's a form of offside pass, though it may no longer be called that. The blocked kick is an exception to the general offside pass provision. Point of block is no weirder than point of forward fumble used in some cases by NCAA & NFL.

Anyway, in NFL the spot will be the "better" (for team R) of the 20 yard line and the out of bounds spot. In NCAA it's like Fed if the kick was blocked behind, in, or up to 3 yards beyond the neutral zone.

In all USAn codes, the blocked kick, no matter where it was in relationship to the neutral zone, is still a kick, and if it goes out of bounds or rolls dead, the ball belongs to team R.

In Canadian football, if it goes out of bounds behind K's line (or behind the spot of the kick if it's a blocked open field kick), it's treated under general loose ball rules. Downs continue (i.e. the down counts) and it belongs to the last team whose player touched it in bounds. So if it was 3rd down, the loss of down means it goes over to team R. If it was 2nd or 3rd down or following a change in possession or beyond the line to gain, it still becomes team R's ball if they were last to touch it, but it's K's ball if they were.
