In all USAn codes, the blocked kick, no matter where it was in relationship to the neutral zone, is still a kick, and if it goes out of bounds or rolls dead, the ball belongs to team R.

In Canadian football, if it goes out of bounds behind K's line (or behind the spot of the kick if it's a blocked open field kick), it's treated under general loose ball rules. Downs continue (i.e. the down counts) and it belongs to the last team whose player touched it in bounds. So if it was 3rd down, the loss of down means it goes over to team R. If it was 2nd or 3rd down or following a change in possession or beyond the line to gain, it still becomes team R's ball if they were last to touch it, but it's K's ball if they were.
