It's a form of offside pass, though it may no longer be called that. The blocked kick is an exception to the general offside pass provision. Point of block is no weirder than point of forward fumble used in some cases by NCAA & NFL.

Anyway, in NFL the spot will be the "better" (for team R) of the 20 yard line and the out of bounds spot. In NCAA it's like Fed if the kick was blocked behind, in, or up to 3 yards beyond the neutral zone.
