Starting the clock after change of possession

It is my understanding that after change of possession, the clock starts after the "ready for play" signal.

Questions:
1. Is the above statement true...?
2. Is the above statement true only when there is more than 4 or more minutes remaining in the half (when there is less than 4 mins on the clock, the clock then starts on the snap after COP)...?

Thanks!
