REPLY: Coach, the clock starts on the snap when any change of possession during the down results in the ball being awarded to Team B (the defense at the start of the down). Similarly, the clock starts on the snap if the ball goes over to the defense on downs. For your other question, there is no changing of the timing rules based upon time remaining like there is in the NFL.
