Another substitution question
It's the period between the third and the fourth quarters. The second horn to signal players back on the floor has sounded.
Just after the horn sounds, Coach A wants to make substitutions. He is informed that he cannot, since the rules state he must have his players in place before the first horn. Can the coach call a timeout to "buy" the substitutions? |

I'll answer by asking these questions:
Is it allowable to call a time-out at that point in the game? If not, why? If so, what are the rules regarding subs and time-outs?

Don't have my books in front of me, so I'm going to take a blind stab at this from memory and say that a timeout is allowed in between quarters and any overtime period, and that a sub must report before the first warning horn of the timeout.
