First, let me just say that I am talking about the New York City Metropolitan area. And yes, the 3 person crew is new to New York City in the public schools and only used during the playoffs. Why don't they just ask? I guess because some officials will just say "yes" they know the 3 person rotation,especially if they thought it would get them a playoff game.
I was told by one assigner that if they bring in the college officials to work theese big games, they don't have to worry about the 3 person rotation getting screwed up during theese games. Plus there jobs are on the line, and they can't afford to have officials screw it up for them. They took a step in the right direction last season,by holding a 3 person clinic before the playoffs and some officials had the opportunity to get introduced to the 3 person rotation for the very first time. I like the system that Virginia has in place and I would like to know how some of the other states address this issue.
