The primary duty of the timer is to keep track of the time, yes, however there can be more to those duties depending on the game management & instructions given.

While you're an extension of the crew, you are not officials and you do not have the same authority officials have. An assistant coach is an extension of the coaching staff, but he does not have the same priveleges as the HC.

And if a timer ever approached me to discuss my partner's behavior or calls, I'd have a talk with the AD from that school the next morning.
