We have a Rec League with a Ref who used to be like this......

One of my first lessons as a new official was the ole - "Remember, no one is here to see you ref the game" speech. For this new official, it was all about him. Loud, talking it up, made up signals, watch me, etc. Never had any formal training per se, but he gave it a shot and helped where he could.

I remember one game that was getting a little out of hand IMO (I was just watching) and he stopped the game got the ten on the floor to the center circle and gave everyone in the gym a speech about, "This isn't Duke vs North Carolina," etc. So all the boys and parents could here it. Folks were looking at me as if to say? I couldn't crawl under my chair, but wished I could have.

He turned out be a pretty good guy, still loud though, wow! I saw him on the court a few weekends ago and he's really toned it down and does much better now. Experience helps.
