ROP doesn't apply at half-time when the team is refusing to get to the playing area. It applies if they're up from the dressing room, but not getting out onto the court ready to play (still huddling at the bench).

BITS's last post of yesterday evening gives a very good description of how to handle this situation.
Speaking per NFHS Rules, the rules that we should be looking at are: R5-S4-A1, R7-S5-A1, and R10-S1-A5a. R7-S5-A1 does not apply because it presumes that both teams are at courtside. That leaves R5-S4-A1 and R10-S1-A5a that apply to this situation. R10-S1-A5a is the primary rule to apply in this situation. First charge Team B per R10-S1-A5a and shoot the TF free throws; then if Team B still refuses to play, forfeit the game to Team A. MTD, Sr.
