Who is purposing this change? And honestly if someone has to add this as a mechanic, the governing body has a little too much time on their hands.

I agree. Do not get me wrong I think this would be a good change, but I just do not see the big deal. I would advocate more of an option than just getting rid of the stop clock mechanic. We did not need a kicking signal and we did it anyway.

That's my thought too. The kicking signal is overkill.
