Resistance to 3-man by coaches and AD's

Our state association sets the pay for 2 & 3 man crews, but does not demand either. The schools in our local association are split about 50/50 on 2 & 3 man, with the more serious BBall schools(summer camps,out of state tournaments,etc.. using 3). I talk to alot of coaches who also feel that they sometimes get 2 veterans, and a rookie when they have 3, but they also have to understand that the rookies have to work or that in years to come, they won't have any officials. Our association is about 8 short, or we would work 3 every night, but as it is we allow the schools to tell us what they want. It helps that our state uses 3 in all tournament games, so the coaches know they better be ready for 3 when the tournaments roll around.
TO:KDM, The JACKSON,TN association uses 3 in every game also.
