Is there a rule extant which states that the clock shall be started prior to the release?

Not that I can find. Which means I probably got that question wrong on the test b/c I answered that the clock would start.

How about 5-9-1? "After time has been out, the clock shall be started when the official signals time-in." Presumably, the official waits for the ball to be released, but the rule doesn't require it.
