Since I'd rather work with one good partner than two average or lessor ones, from my standpoint, I'd be less inclined to take less money to add another official. Obviously, if there were two other quality officials, that would be fine, but I'm not sure even then I see the need. 3 for me was always a luxary until the scholarship college level (DII and above), then it began to become more of a necessity. I worked many 2 man games where the teams were up tempo, physical, playing above the rim (3 really helps on GT/BI), and with verbally abusive coaches. We survived.
Basically, its up to the coaches and schools. Whatever they want and are willing to pay for, they're going to get, and that's OK.
