Why? Because about five NCAA tournaments ago several crews screwed this up and did as described in the OP. Most of those were noticed by posters here and pointed out on this forum. After the tournament the NCAA brass must have been embarrassed that their top officials couldn’t get this correct and simply changed the rule.
