This is a blocking foul because the defender is moving forward at the time of contact. I have a hard time believing that any official other than the C can correctly observe that movement.
Seems that it would look like a charge from the L position as he wouldn’t be able to determine if there was still forward motion by the defender. |

It's the Lead's primary but W21 steps into the L's view of the play at the time of impact, so I'll give him the benefit of the doubt that he didn't want to guess. Once the Lead does not blow, The Center and the Trail both have open looks with the Center being next in line to put a whistle on the play, which he does. If the Center doesn't blow, the Trail also has a great look at the defender's forward movement.
