Correct, so movement within that 3 ft space is permitted.
The call I saw implied that movement within that 3ft space is NOT permitted.
This is what I could not find a rule for.

Two atoms are walking down the street one day, and one of them says to the other: "Hey, wait up a second. I think I lost an electron". The first atom replied, "Are you sure?". The second atom exclaimed, "Yes, I'm positive!"

Two female chemists enter the bar. The dark haired one says, "I'll have an H two O." The blonde says, "I'll have an H two O too."
