Nevada makes a very good point. I think we're generally agreeing that we should allow the sub, timing correction or not, because it doesn't make sense for a timing mistake to unfairly disadvantage a team who otherwise would have been well permitted to make said substitution.
So I think what we have here is an editorial issue that the NFHS may want to look at. The word "properly" helps clarify that a sub cannot re-enter if time came off the clock because the timer started it when he shouldn't have. But it makes for confusion in the opposite scenario.
