Partner throwing you under the bus, and wrong about the rule?
Yes, I would bring out the book, prove both coach and partner wrong, and THEN tell partner in postgame he is a POS, and then the assignor about the POS. Having said that, most are scared of me (and I'm often assignor or assistant to the assignor in college), so it doesn't happen; but if I were you, that's how I would handle. Don't refuse to work with that partner; don't tie the assignor's hands. But any good assignor will only pair you again if he has no other option (and you want to be his savior, not his problem).
