I don't think I would call that a travel at game speed. Unless the dribbler clearly puts his hand under the ball. In the linked video he is keeping his hand on top of the ball during the hesitation.

JRut, if in getting the ball it was knocked out of the shooter's grasp, then all that contact occurred I could maybe see your point, but shooter maintains the ball until he is contacted quite heavily...
