The answer I received is that if the outline color is clearly contrasting, then the number can be the same color as the uniform - this is the rule as manufacturers understand...

Matches start this week - I have a JV2/JV/V on Tues, tri-varsity on Thurs & a V tournament on Sat. - that's potentially 13 more teams I will see...

I agree that they should have blown their whistles, but even if they didn't, the ball is still dead by rule. Just because they didn't stop B1 from dribbling it down court doesn't make the ball live...
