As written, you've described an illegal kick, not an illegal bat.
The penalty for an illegal kick (or illegal bat) is 10 yards + LOD (9-4-1 and 9-4-4). Basic spot is the previous spot (10-2-2-d). Foul is behind the basic spot, so penalty is enforced from spot of the foul (10-2-2-c-1). So, Team B has two options: Decline the penalty, take the result of the play: Safety. Take the penalty, and have 1st-goal from the A-5.
