2 dead ball fouls on scoring play
A1 scores a touchdown and is called for excessive celebration. Immediately following that, team B coach is called for unsportsmanlike conduct. Penalty options for both teams?

First, let's clarify that these DB fouls are AFTER the scoring play, not during it.
Team B can accept the 15 yards against A on the PAT or the free kick. That choice must be made before Team A is asked concerning Coach B's penalty. Team A can accept half the distance on the PAT or 15 yards on the free kick. Of course, either penalty can be declined.

Yes, both fouls were dead ball fouls, but CT1 brings up a good point, one that actually occurred. Granted, the second penalty option would depend largely on the first by the opponent, but I explained the options to the captains and after giving the proper signals. I made the captains decide. The coach of A 'lost it' because I didn't come and explain the penalty options to HIM and let HIM decide what to do.

As a general rule, it's best to get the coach involved if there's an unusual penalty situation like this... I know it's not required by rule, but it's a good game management.
And here's the thing: If the fouls are simultaneous, the penalties would offset; however, if the fouls are separate actions (as Robert Goodman alluded to), we administer them separately and in order of occurrence. So, if they're "separate actions", you have the following possibilities:
