I think the choices would depend on the specific game situation -- score, time remaining, kickers' abilities, return game, maybe even weather conditions.
For example, B chooses to penalize A on the try. If A's coach has confidence that his kicker can hit a 25-yd XP, they might choose to kick off from the B-45 rather than have the try from the 3.
That's why coaches get the big bucks!
