There was already a rule to deal with that if it was a problem .. a foul.

That is why I posted the original question. When I played in the 90's I didn't even know that there was a restriction on anyone other than the shooter when it came to breaking the free throw plane.

The restriction ended in 1997-98, when we switched back to the "hit".

(Note: I've been through hit, release, hit, and release, in my thirty-four year career.)
